Komende tijd flink positieve AO.

-We are in the middle of the winter. In october we saw a high SCE and > SAI, so expectations we could see a negative AO, NAO in januar. But altough not extremely positive, these indeces proved to be positive. NA0 + 0,42 en de AO +0,23. What is your opinon about the first two months? Where did it go 'wrong'?
-What can be the reason for the strength of the tropospheric polar vortex so far, despite last years exceptional SAI/SCE?
-What are your expectations for the AO/NAO of the next two months?
-Do you expect this winter to have implications for the validity of your theory, despite a still possible favourable outcome of the temperature forecast?

Every winter forecast is challenging and this one is no exception. Applying our research to operational forecasts does allow us to improve on our ideas and to understand better the predictability skill of our model. And we learn more from our failures more than our successes. However to be clear I do not consider this winter a failure. I am surprised that the AO has not been more negative this winter given the high values of the October SCE and SAI. But what is more important are the surface temperatures and that is looking quite good. For the US, our model predicted a warm December but cold January and February in the Eastern US and that is looking excellent.

Also based on the six-step model that we discussed earlier, the first hemispheric atmospheric response due to snow cover variability is observed in the stratosphere followed by a downward propagation and a similar tropospheric response. High October SCE (as this past October) favors a sudden stratospheric warming in early January followed by a negative AO, cold temperatures in the Eastern US and northern Eurasia and even possibly more snowstorms. I have attached a plot that shows the polar cap height anomalies for this winter so far (top; ignore what follows the sold black line on February 2 that is the forecast) and the composite polar cap heights based on high minus low October Eurasian SCE. I think the match is pretty remarkable (but also note the difference in scale). So physically what has happened this winter was pretty much as expected based on snow cover alone, except the AO has not been that negative.

So why has the AO/NAO preferentially been in the positive state? I don’t really know. One thing that was unusual about this winter the sea ice extent in the Barents–Kara seas has been more extensive than in the recent past. I do think that this favors a positive AO/NAO. There are other possibilities that I am hoping to pursue. I would just conclude by saying that the dynamical models universally predicted a mild winter across the Northern Hemisphere. I would argue that using October SCE as a predictor has great value.

http://www.bloomberg.com/news/articles/2015-03-04/siberian-snow-cover-theory-proves-less-than-perfect-this-winter
For meteorologists, winter ended on Sunday. They like to cut the year into neat three-month blocks to make research easier.

So, with the season more or less done, how did the theory linking Siberia’s October snow cover with the severity of U.S. and European cold make out?

The author of the theory, Judah Cohen, said it was a bit of a mixed bag.

“The forecast for the U.S. was phenomenal,” said Cohen, director of seasonal forecasting at Atmospheric and Environmental Research in Lexington, Massachusetts. “As far as I know, the Siberian snow cover was the only thing that called for an extreme winter.”

For Europe, which was relatively mild, the indicator “was far from perfect,” he said.

At the end of October, Siberia had the second-largest snow cover in records going back to 1967, according to Rutger’s University’s Global Snow Lab. And for the record, the eastern U.S. did freeze.

Chicago tied its coldest February on record, and the month was the coldest February ever at New York’s John F. Kennedy International Airport, the National Weather Service said. Boston had its sixth-snowiest January, followed by its snowiest and second-coldest February.
Moving Parts

The theory has a few more moving parts than just saying that if it snows a lot in Siberia in October, people on the U.S. East Coast are going to freeze in January and February.

Or, in the case of Boston, be encased in a coffin of snow.

The idea is that the expanse of snow across Siberia would trigger a negative phase of the Arctic Oscillation, or AO, which would spill frigid air across Europe and North America about six weeks later.

The AO didn’t go negative.

“If the Arctic Oscillation is negative, then it would have been a slam dunk for the whole forecast, but it wasn’t,” Cohen said.

The question that remains, and will be studied, is what happened this year.

“The pattern that drove the cold in the eastern U.S. and record warmth in the western U.S. was not driven by Siberian snow cover at all, but by patterns of ocean temperatures in the tropical Pacific,” said Todd Crawford, a meteorologist at WSI in Andover, Massachusetts.
Theory Debated

Matt Rogers, president of the Commodity Weather Group LLC, said it isn’t clear that the theory is a failure.

The Siberian snow cover may lead to greater odds that atmospheric changes will set up to bring cold into the eastern U.S., Rogers said. This year and last, such a pattern over Alaska channeled cold into the Midwest and East.

“My view on this is that having above-normal Siberian snow increases the odds of high-latitude blocking” such as the AO, said Rogers, based in Bethesda, Maryland. “Not necessarily the AO, but maybe Alaska like this year and last, or over Greenland like other years. So I believe it does work somewhat, but not as clear-cut as offered by research.”

Michael Schlacter of Weather 2000 Inc. in New York also said the ridge that brought warmer-than-normal readings to the West created a flow that pumped cold into the East. He said that’s a better explanation for the low temperatures and snow.

“It’s like a big construction site on the highway and all the cars have to detour and go around it, that’s what is happening in the atmosphere,’ Schlacter said.

Cohen said he and his team are dissecting this winter and working on a new paper on how the mechanism works. While not perfect, he said he believes Siberian snow cover offers a tool for anyone looking to make a long-term winter forecast.

‘‘Man does not live on bread alone,” Cohen said. “The forecast cannot just be Siberian snow cover -- there are other pieces -- but it is a piece that deserves to be included.”
